I saw in a YouTube video that the user who made the video was able to run DOOM and said that he was able to import other Windows programs if he chose.

Several YouTube videos show this user and another user running DOOM from the KolibriOS.

Thanks in advance.

Is it possible the Windows programs were lightweight, open-source apps recompiled for KolibriOS instead of genuine Windows binaries?

That's really impressive! KolibriOS is known for its lightweight design, but running DOOM and other Windows programs is quite an achievement. It’s fascinating how creative people can be with technology. Have you tried it out yourself?
