Latest public version of KlbrInWin (with all auxiliary things and sources) can be downloaded here: KlbrInWin-31-12-2008 (hint: all files has some comments).
MeOSEmul is too old, unsupported and does not emulate many Kolibri features (as its name suggests, it emulates MenuetOS, not Kolibri).

Mike.dld was once working on a KlbrInLin but I dont think he ever finished it.
Also, I believe KlbrInWin works in wine
