does the plain web browser store the html files permanent or does it delete them after a power off? I was thinking of setting up a tor project bridge and test to connect to tor network via a vm kos. This would only make sense, if the cache is cleared after every boot.

But the downloaded files need to be stored somewhere is it all in memory, so they are gone with reboot?
How far is the netsurf development? The benefit from htmlv would be that it has no java or other fancy stuff which could leak out personal data.
