misery code in tcp_subr.inc

the macro tcpt_rangeset do nothing.
As you can see on my network stack TODO list (http://wiki.kolibrios.org/wiki/New_stack#Progress), a lot of things are untested.
Thanks for the bug report, should be fixed now.
