Must be that I don't have this particular revision of RTL8139 chip, I found a typo in chip versions list which might cause wrong reset procedure to be used for this chip.
Try this.

I'm starting to wonder if this device wants to talk to us at all, maybe it is somehow disabled on the PCI level.
Lets see if we can read the MAC.

Aha, success!
It seems the PIO access bit was disabled by default in PCI command register and therefore no access to the device was allowed. Fixed in #6710
Pathoswithin: Perhaps the same problem exists for some other devices on the PCI bus?
